Visit to the OSCE on 14th November, 2024
On 14th November, 2024, a group of young professionals and individuals passionate about public policymaking and international diplomacy visited the Organization for Security and Co-operation in Europe (OSCE) as part of an event organized by the International Community NGO. The visit provided an in-depth look into the OSCE’s essential role in fostering international dialogue and addressing global challenges, with particular emphasis on Malta’s 2024 Chairmanship.
The day began with a briefing on the work of the Permanent Council, led by Andrew Sant Fournier, Head of the Coordination Unit for the OSCE Chairpersonship 2024 – Malta, and Patrick O’Reilly, Acting Director of the Office of the Secretary General. The speakers provided a comprehensive overview of the Permanent Council’s responsibilities, highlighting its function as a platform for dialogue and decision-making among the OSCE’s 57 participating states. The Permanent Council meets weekly to address security, economic, environmental, and human rights issues, operating through a consensus-based approach that ensures all states have an equal voice.
A key focus of the briefing was Malta’s leadership as the OSCE Chairmanship for 2024. Andrew SantFournier outlined Malta’s priorities, including advancing sustainable development, addressing climate change, managing transnational threats, and fostering dialogue for conflict prevention. Malta’s geographical position in the Mediterranean and its historical role as a cultural bridge underpin its commitment to promoting mutual understanding and cooperation. Through close collaboration with the OSCE Secretariat and its strong tradition of diplomacy, Malta successfully positioned itself to lead the organization in addressing these pressing issues.
The group then attended the Permanent Council Meeting in Neuer Saal, gaining first-hand exposure to high-level diplomacy. The meeting began with the first agenda item addressing Russian aggression against Ukraine. Representatives from Ukraine, Hungary (as the current Presidency of the Council of the European Union), the United Kingdom, and Turkey delivered impactful speeches, reflecting the gravity of the on-going conflict and the need for international solidarity.
After a short break, the visit continued with an introduction to the OSCE’s Transnational Threats Department, focusing on efforts to combat illicit trafficking in cultural property. The session included insights from Cameron Walter, Head of the Heritage Crime Task Force and Customs Advisor. Cameron provided a comprehensive overview of the department’s pioneering work in addressing transnational threats, particularly in the area of cultural heritage protection.
One of the most notable achievements highlighted by Cameron was the first immersive maritime heritage crime investigation training recently conducted in Malta. This innovative program involved simulated crime scenes in real underwater environments, equipping participants with the skills needed to investigate and combat heritage crimes effectively. Cameron explained how the project, initially conceptualized in March 2024, was transformed into a fully operational training program.
This session, enriched by the interactive Q&A, offered attendees a rare and engaging glimpse into the OSCE’s cutting-edge methods for addressing transnational challenges. Cameron’s passion and dedication to the cause left a lasting impression, reinforcing the critical role of innovative training programs and international cooperation in preserving cultural heritage and combating organized crime.
In conclusion, the entire visit to the OSCE left a profound impression on all attendees. From observing high-level discussions on pressing geopolitical issues to delving into the nuances of combating cultural heritage crimes, the experience provided both inspiration and invaluable insights. It was clear that the OSCE’s commitment to fostering dialogue and solving complex problems remains a cornerstone of international peace and security—an institution that continues to build bridges in a divided world!
